Initial & Upgraded Clearances

Initial Clearance Process

Getting employees to work.

Persons who have never held a clearance or whose clearance eligibility has previously expired (typically new hires or those with clearances inactive for over two years) need an initial clearance. Persons who require a higher level of clearance than they currently hold, such as an upgrade from secret to top secret, need an upgraded clearance. 

Clearance Paperwork

Proper processing of clearance materials ensures lower rejection rates and gets employees to their work locations faster. Employees will need to complete their clearance paperwork to be submitted to the federal government.

  • Employee will complete the SF86 via e-QIP.
  • Employee will print an archival copy for their records.
  • Employee will print signature forms.

Proof of citizenship (initial clearances only):
Certified proof of citizenship is required before security paperwork can be submitted to the government for processing (see examples of acceptable proof of citizenship below).

If you are located near a FSO/Security office:

  • Take signed signature forms, along with proof of citizenship to the local security office.

If you are NOT located near a FSO/Security office:

  • Have a certified Notary Public view an original proof of citizenship document.
  • Have a certified Notary Public notarize the COPY of that document with the following statement "Certified True Copy."

Examples of acceptable proof of citizenship documentation:

  • Certified Birth Certificate
  • United States Passport, current or expired
  • Certificate of Naturalization
  • Certificate of Citizenship issued by the Department of Homeland Security, U.S. Citizenship and Immigration
  • Services or its predecessor organization
  • Report of Birth Abroad of a Citizen of the United States of America
  • Record of Military Processing-Armed Forces of the United States (DD Form 1966), provided is reflects U.S. citizenship
  • US Passport Card issued by the US Department of State, current or expired

Fingerprint Cards

Employees will need to complete their clearance paperwork to be submitted to the federal government.

If you are located near an SAIC FSO/Security office:
You will receive instructions to contact your local Facility Security Officer (FSO) and make an appointment to have your fingerprints taken. This should be done promptly to avoid termination of your security investigation.

Your FSO will immediately mail two fingerprint cards to:

If you are NOT located near an SAIC FSO/Security office:
Contact your local police department or, if located on a military installation, government security office, who can assist you to complete two fingerprint cards (Form FD-258).
